You cannot convert mass to volume without a density
A milligram measures how much matter is present; a tablespoon measures the space it takes up. The link between them is density. One US tablespoon is 14.787 mL, so divide the milligrams by the substance density, then by 14.787. Skip the density and the answer is meaningless.

Powder figures assume typical loose packing. Sifted or pressed flour can shift the density 10 to 20 percent, which is why bakers weigh instead of spooning.
Which tablespoon, and how exact
- Tablespoon size varies. US is 14.787 mL, the UK and metric standard is 15 mL, and Australia uses 20 mL. The US and metric gap is about 1.4 percent — trivial in cooking, not in dosing.
- Milligrams are tiny. A single tablespoon of water is nearly 15,000 mg, so any answer under a few thousand mg is a small fraction of a spoon. For amounts that small, an mL syringe reads better.
- Powders resist precision. How firmly you pack a powder changes its density, so treat spoon conversions of dry ingredients as estimates, not exact figures.

Can I convert milligrams to tablespoons without knowing the substance?
No. A milligram is a mass and a tablespoon is a volume, so you need the density to bridge them. Water (1,000 mg/mL) is a fair stand-in for water-like liquids, but it will be wrong for oil, honey, flour or any powder.
